Man still obsessed with other people using drugs huh?
Housing first does work if your goal is to get people off the street cheaply and effectively, and keep them housed.
If you’re neurotic about substance mis-use in other people sure, housing first won’t stop it, but at least you won’t have a bunch of camps everywhere.

Point still stands though. Kroger using private security to harass community members because they’re so obsessed with theft is not “good news”.
Maybe theft wouldn’t be so bad if people weren’t so desperate in the communities Kroger is sucking money out of.
